5 killed in Oregon tour bus crash on I-84

LA GRANDE, Ore. (AP) ? A tour bus crash crashed Sunday on an icy stretch of interstate in Oregon, killing five people and injuring about 20 others, authorities said.

Police say the bus lost control around 10:30 a.m. on the snow- and ice-covered lanes of Interstate 84 in eastern Oregon. The bus crashed through a guardrail and went down an embankment a few hundred feet.

Rescue workers were using ropes to help retrieve people from the crash scene. State police said the charter bus was carrying about 40 people, but they did not say where the vehicle was traveling to or from.

The bus crash was the second fatal accident in Oregon on Sunday morning due to icy conditions. A 69-year-old man died in a rollover accident

State police have not released information on the company that owns the bus.

Some simple financial resolutions for 2013

8 hrs.

WASHINGTON - Make resolutions if you must: When you vow to track every dollar and never waste money again, you feel all clean and shiny for at least a few hours into the new year.?

But that doesn't usually last. Resolutions get broken because they are too lofty and too ill-defined. It is better to break your resolutions down into a specific to do list: here are the money moves to make now and in the coming weeks that will insure you're in a better financial place before 2013 ends.?

  • Analyze your entertainment budget. Television service used to be free, except for the electricity to run it. Now you have to choose cable versus satellite dish and then add on movies from a host of services (like Amazon, Hulu and Netflix)?via a host of devices (like Roku, Apple TV and internet-enabled Blu-ray players). Monthly budgets for a family run well over $100, just for television, so it's worth figuring out what you watch and how you watch it and comparison shop for the cheapest way to do that. Often, cable and satellite providers will cut you a better deal if you say you're ready to quit their service. In today's fast-shifting environment, re-do this analysis once a year at contract renewal time.?
  • Put one savings on auto-pilot. There is nothing new or revolutionary about this particular exercise, but it works. Choose a low-cost stock mutual fund from a direct-seller like Vanguard, Fidelity Investments or T. Rowe Price. Authorize the fund to sweep a set amount out of your checking account every month. Even $100 will make a difference over time. Just ignore this fund, except to watch it build over time.
  • Max out your credit cards -- not with borrowing, but with rewards. After five years of tight credit, card issuers are coming back at consumers with a new waves of rewards. Look at all of the cards you already have -- if you haven't paid them off, send all of your available money to the highest rate card until you kill the balances, one at a time, as quickly as possible. Then compare the rewards they pay for travel, groceries, gas and any other categories that are important to you. Check the best offers out there now at Nerd Wallet.?
  • Refinance your mortgage. Make your move now if you expect to be in your home for at least five years. Rates hover near historic lows, and bankers are still willing to lend money for 30 years at 3.25 percent and for 15 years at 2.5 percent. Nobody can predict when rates will rise, but they aren't likely to go down. At some point over the next 10 years, those rates are likely to look excellent. Furthermore, many people who were unable to refinance before because they didn't have enough equity in their homes may get relief from recent increases in home prices. To shop for a good rate, check the listings at MortgageMarvel.com and Bankrate.com, and compare with a couple of local mortgage lenders and your own credit union.?
  • Buy life insurance. If you have a family that depends on you, and you don't already have six times your income in term coverage, it's time to buy. Rates have been falling for more than a decade, but now that's over and some are heading back up, says Byron Udell of Accuquote.com. Furthermore, some life insurance companies are giving up on some product lines that they believe are unprofitable in today's low interest rate environment. Shop for term life at Accuquote.com, Intelliquote.com and term4sale.com, and compare rates with independent firms like Geico and -- if you have a military connection -- USAA.?
  • Adjust your 401(k) settings. If you just let your company auto-enroll you in the program, there's a good chance you aren't saving enough. Bump up your regular contributions at least to the level your company will match, and higher if you can afford it. Authorize the company that manages your 401(k) to rebalance your assets once a year, to keep your mix of stocks and bonds where you want it to be. That will automatically have you buying lower and selling higher.?
  • Update your resume. Many workers have been stalled at work for five years or more. But the economy is improving, so it's a good time to brush up on needed skills, rewrite your resume and start networking via LinkedIn, Twitter, Facebook and your own personal connections. Even if you want to stay where you are, it's a good career move to stay abreast of what's going on all around.?
  • Organize your info and look at your money. All good financial planning starts here. If you have balances on your credit cards, make a list of all of your cards, with their effective interest rates and balances. Your debt-payoff strategy will become clear. If you don't know how you spend your money, embrace a program like Quicken or an online aggregator like Mvelopes or Mint. Investing for retirement or otherwise? Find a program or system that allows you to track your investment mix and your returns on a quarterly basis. Set it up now, and your investment decisions will be made easier all year long.?

Pet Dog | 'Total Chaos' After Pet Dog Counted On Translators ...

Sunday, December 30th, 2012

?We heard that some names were fictitious and one person had even successfully registered their pet dog,? Mrs Hodge said.

The ministry ?ignored strong opposition from the interpreter community?, failed to conduct a proper pilot scheme and did not phase its roll-out to ensure a smooth transition to the new system, the report found.

It also started the process without knowing the cost of interpreters or the languages which were required in which locations and at what notice, and still can not provide details of the costs caused by delays to trials.

Between February and April alone, an interpreter failed to attend on 682 occasions, figures showed.

When the system launched in February, the firm was only able to meet two in five bookings and MPs remain concerned that Capita ?may not be doing enough to recruit interpreters or to incentivise interpreters to take jobs in rare languages and covering all geographical locations?.

Richard Bacon, a Conservative member of the committee, added: ?The Ministry of Justice must learn from this debacle and pay far more attention to the

Budget struggle raising anxiety for health care

WASHINGTON (AP) ? Confused about the federal budget struggle? So are doctors, hospital administrators and other medical professionals who serve the 100 million Americans covered by Medicare and Medicaid.

Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.

Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama's health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.

"Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas," said Thornton Kirby, president of the South Carolina Hospital Association. "They don't know if they are going to be taking home more or less. That's the uncertainty when there are so many variables in play."

Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation's health care tab, with federal funds accounting for most of that.

It's widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?

As House Speaker John Boehner famously said: "God only knows." The Ohio Republican was referring to the overall chances of getting a budget deal, but the same can be said of how health care ? one-sixth of the economy ? will fare.

"There is no political consensus to do anything significant," said Dan Mendelson, president of Avalere Health, a market analysis firm. "There is a collective walking away from things that matter. All the stuff on the lists of options becomes impossible, because there is no give-and-take."

As if things weren't complicated enough, doctors keep facing their own recurring fiscal cliff, separate from the bigger budget battle but embroiled in it nonetheless.

Come Jan. 1, doctors and certain other medical professionals face a 26.5 percent cut in their Medicare payments, the consequence of a 1990s deficit-reduction law gone awry. Lawmakers failed to repeal or replace that law even after it became obvious that it wasn't working. Instead, Congress usually passes a "doc fix" each year to waive the cuts.

This year, the fix got hung up in larger budget politics. Although a reprieve is expected sooner or later, doctors don't like being told to sit in the congressional waiting room.

"It seems like there is a presumption that physicians and patients can basically tolerate this kind of uncertainty while the Congress goes through whatever political machinations they are going through," said Dr. Jeremy Lazarus, president of the American Medical Association. "Our concern is that physician uncertainty and anxiety about being able to pay the bills will have an impact on taking care of patients."

A recent government survey indicates that Medicare beneficiaries are having more problems when trying to find a new primary care doctor, and Lazarus said that will only get worse.

Adding to their unease, doctors also face an additional reduction if automatic spending cuts go through. Those would be triggered if Obama and congressional leaders are unable to bridge partisan differences and strike a deal. They are part of the combination of tax increases and spending cuts dubbed the "fiscal cliff."

Medicare service providers would get hit with a 2 percent across-the-board cut, but Medicaid and subsidies for the uninsured under Obama's health care overhaul would be spared. The Medicare cut adds up to about $120 billion over ten years, with 40 percent falling on hospitals, according to Avalare's analysis. Nursing homes, Medicare Advantage plans and home health agencies also get hit.

The American Hospital Association says that would lead to the loss of hundreds of thousands of hospital jobs in a labor intensive industry that also generates employment for other businesses in local communities.

"It's very difficult to believe hospitals can absorb the kinds of numbers they are talking about without reducing service or workforce," said Kirby, the hospital association head. "You may decide that a service a hospital provides is not affordable ? for example, obstetrics in a rural community ? if you're making a little bit of money or losing a little bit of money by continuing to deliver babies in a rural community."

Independent analysts like Mendelson doubt that a 2 percent Medicare cut to hospitals would be catastrophic, but say it will cost jobs somewhere.

Even if there is a budget deal, the squeeze will be on.

The administration has proposed $400 billion in health care cuts so far in the budget talks, coming mainly from Medicare spending. That's only a starting point as far as Republicans are concerned. They also want to pare back Medicaid and Obama's health care law, and have also sought an increase in the eligibility age for Medicare.

Renewal of the Old Main Seminar of Comillas University / Ortiz, Barrientos, Fernandez, Abascal, Muruz?bal, Pesquera, Ulargui

Collaborators: Cristina G?mez Abecia, Carlos G?mez Santos
Management Execution: Roma Ingenier?a
Structure: Francisco de la Torre
Installations: JG inconor
Promotor: Sociedad Activos inmobiliarios Campus Comillas

In the last decades of the nineteenth century, thanks to the Comillas Lord, the town became a hub of the?incipient Catalan Modernism. The seminary began with some sketches of Jesuit and Engineer Miguel de?Alcolado, later on Joan Martorell and Lluis Domenech i Montaner started to work in the project giving the?building the monumental and desired style.

? Duccio Malagamba

The building has an academic style plan, with two cloisters with functional rooms and a central body with?significant institutional spaces.?After its abandonment in the 90s, it was in a terrible condition. The most remarkable architectural spaces,?the lobby, the main hall and the church facades had minimal alterations, although they presented a?significant deterioration due to time and lack of use. The rest of the spaces had suffered multiple?interventions that trumped the apparent clarity that promises cloistered architectural type. The diseases?caused by an extremely experimental construction at the time demanded swift action.?The project proposes two complementary intervention degrees in two different areas of the building.

? Duccio Malagamba

The project proposes two complementary intervention degrees in two different areas of the building.?On one hand, the maintenance and conservation of most artistic spaces, located in the central body,?with extensive renovation to restore its original splendor. The intervention is enriched with small specific?actions intended to qualify and reclaim the spaces. We open holes looking for permeability between?parts of the building, the church gets greater formal autonomy. We design new walls and floors which?naturally mixed with the modernist elements and we recreate a magical space in the mansard on the?auditorium.

? Duccio Malagamba

On the other hand, it raises a more intensive rehabilitation in the cloisters, trying to transform its oppressive?character. We consider there is no need here to keep the same effort restorer we decide to operate?more freely, introducing new programs and technologies as required. We demolish most of the building?and built in vacuum. The brick walls remaining acquire all its expressiveness. We solve most of the project?technical aspects with a new wall, following the traces of the old and obsolete intermediate one.

Ground Floor Plan

The new wall articulates the relationship between visual and functional halls and cloisters, through the?systematic order of their holes. The wall consists of two canvases where white concrete slabs are?supported and they also brace the restored original facades. The wall section organized the intervention?and allows for its hollow interior, breathe and run all the installations. A smooth wall, as a ?stucco??concrete reflects light and contrasts with the marked masonry texture of the original walls. The wall is?folded on the top floor creating a large canopy.

There, we create a glazed perimeter gallery that?enhances the functionality of the rooms of this floor, qualified by the demolitions of the mansard slab,?converting the attics in unexpected skylights.?The different floors were arranged according to the new wall and the position of the cores and services,?which are arranged precisely at the towers, generating flexible spaces that can be allocated to multiple?uses. The new spaces are complemented by the church, which should become the great hall.

? Duccio Malagamba

New uses require a large space for service installations. This new building appears under the old football?pitch, taking advantage of the topography, in a long block with the same length as the Seminar.?In the rehabilitation of the central body and the facades, it is worth remark the different structural?interventions, artisanal glass restorations, paintings, bronzes, plasters ? and the emergence of new?materials in situ terrazzo, walnut baseboards, Cumella tiles ? In the cloisters, the concrete of the slabs?and the wall gain all the attention, contrasting with the whitewashed historic factory. Pavements are?made of Douglas pine and we solve the roof with deep beams of reinforced masonry.?In the first phase, it has been rehabilitated the eastern cloister and the central body. We hope that we?can continue the works to recover this important building.

Death of India rape victim stirs anger

NEW DELHI/SINGAPORE - A woman whose gang rape provoked protests and rare national debate about violence against women in India died from her injuries on Saturday, prompting promises of action from a government that has struggled to respond to public outrage.
The unidentified 23-year-old medical student suffered a brain injury and massive internal damage in the December 16 attack and died in hospital in Singapore where she had been taken for treatment.
Protesters rallied peacefully in the capital New Delhi and other cities across the country to keep the pressure on Prime Minister Manmohan Singh?s government to get tougher on crimes against women. That was in contrast to the pitched battles protesters fought with police last weekend.
The six suspects held in connection with the attack on the student on a New Delhi bus were charged with murder following her death, police said. The maximum penalty for murder is death.
Authorities, worried about the reaction to the news of her death, deployed thousands of policemen, closed 10 metro stations and banned vehicles from some main roads in the heart of New Delhi, where demonstrators have converged since the attack to demand improved women?s rights.
Despite efforts to cordon off the city centre, more than 1,000 people gathered at two locations. Some protesters shouted for justice, others for the death penalty for the rapists.
Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists who say that successive governments have done little to ensure the safety of women. Political leaders vowed steps to correct ?shameful social attitudes? towards women in the world?s biggest democracy.
?The need of the hour is a dispassionate debate and inquiry into the critical changes that are required in societal attitudes,? Prime Minister Manmohan Singh said in a statement.
?I hope that the entire political class and civil society will set aside narrow sectional interests and agenda to help us all reach the end that we all desire - making India a demonstrably better and safer place for women to live in.?
The woman, beaten, raped and thrown out of a moving bus, had been flown to Singapore in a critical condition by the Indian government on Thursday.
?She was courageous in fighting for her life for so long against the odds but the trauma to her body was too severe for her to overcome,? Kelvin Loh, chief executive officer of the Mount Elizabeth Hospital in Singapore said in a statement announcing her death from multiple organ failure.
The Indian government has chartered an aircraft to fly the student?s body back to India, along with members of her family, TCA Raghavan, the Indian high commissioner to Singapore, told reporters.
The body was taken from the hospital to a Hindu undertaker in Singapore and hours later, lying in a gold and yellow coffin selected by Indian diplomats, the body was driven in a hearse to the airport. Hundreds of protesters took to the streets in the northern Indian city of Lucknow. In Hyderabad, in southern India, a group of women marched to demand severe punishment for the rapists. Protests were also held in the cities of Chennai, Kolkata and Mumbai.
?For some reason, and I don?t really know why, she got through to us,? well-known columnist Nilanjana Roy wrote in a blog on Saturday.
?Our words shrivelled in the face of what she?d been subjected to by the six men travelling on that bus, who spent an hour torturing and raping her, savagely beating up her male friend.?
Sonia Gandhi, the powerful leader of the ruling Congress party, directly addressed the protesters in a rare broadcast on state television, saying that as a mother and a woman she understood their grievances.
?Your voice has been heard,? Gandhi said. ?It deepens our determination to battle the pervasive and the shameful social attitudes that allow men to rape and molest women with such impunity.?
The victim and her male friend were returning home from the cinema, media reports say, six men on their bus beat them with metal rods and repeatedly raped the woman. Media said a rod was used in the rape, causing internal injuries. Both were thrown from the bus. The male friend survived.
The six suspects have all been arrested and are in custody.
The attack has put gender issues centre stage in Indian politics. Issues such as rape, dowry-related deaths and female infanticide have rarely entered mainstream political discourse.
Analysts say the death of the woman dubbed ?Amanat?, an Urdu word meaning ?treasure,? by some Indian media could change that, although it is too early to say whether the protesters calling for government action to better safeguard women can sustain their momentum through to national elections due in 2014.
The outcry over the attack caught the government off-guard and it was slow to react. It took a week for Singh to make a statement on the attack, infuriating many protesters who saw it as a sign of a government insensitive to the plight of women.
The prime minister, a stiff 80-year-old technocrat who speaks in a low monotone, has struggled to channel the popular outrage in his public statements and convince critics that his eight-year-old government will now take concrete steps to improve the safety of women.
?The Congress managers were ham-handed in their handling of the situation that arose after the brutal assault on the girl. The crowd management was poor,? a lawmaker from Singh?s ruling Congress party said on condition of anonymity.
Commentators and sociologists say the rape has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.
A global poll by the Thomson Reuters Foundation in June found that India was the worst place to be a woman because of high rates of infanticide, child marriage and slavery.
New Delhi has the highest number of sex crimes among India?s major cities, with a rape reported on average every 18 hours, according to police figures. Government data show the number of reported rape cases in the country rose by nearly 17 percent between 2007 and 2011.

Travel Insurance to the Rescue During Powerful Winter Storms, says ...

Powerful winter storms have suspended thousands of flights across the country, wreaking havoc on post-holiday travel plans. Those who purchased travel insurance and planned ahead are reaping the benefits, while others are left with limited options for reaching their final destinations. Squaremouth, America?s fastest growing travel insurance agency, is reminding travelers stranded by a backlog of cancellations and delays to lean on travel insurance for relief.

?Travelers who have planned for the worse are benefiting from insurance coverage, while other travelers are at the mercy of the airlines,? says Chris Harvey, CEO of Squaremouth. ?This week is a prime example of just how beneficial travel insurance can be.?

From three-hour delays to cancelling a trip altogether, travelers can take advantage of the following benefits to keep holiday travel frustration at a minimum.

Travel Delay
Travel delay typically covers minor expenses, but is among the most frequently used benefits during times of high travel and mass delays. The benefit can pay for meals, accommodations and local transportation.

Some policies may even provide coverage for a traveler involved in a weather related traffic accident while on their way to the airport. It?s important however, to know the details of a policy to ensure this specific type of coverage is included.

Travelers should also be aware of the time restrictions and limitations related to the benefit. Most providers require travelers to be delayed for a specific amount of time before the benefit kicks in. Travel delay benefits can become available in as little as three hours.

Trip Interruption
Trip interruption can reimburse travelers up to 200% of the trip cost if a reason listed on the policy prevents them from continuing on their trip. For example, a traveler who makes it through the first leg of their trip but is unable to continue on due to the weather can return home early. The benefit can provide reimbursement for the unused days of a trip and the charges incurred for additional transportation expenses to either get home or rejoin the trip.

Trip Cancellation
When all else fails and a trip must be cancelled, those who have trip cancellation coverage can rest easy knowing they can be reimbursed for costly nonrefundable expenses. Trip cancellation protection provides up to 100% in reimbursement if a traveler needs to cancel a trip. Travelers who have weather coverage under this benefit, and are stranded by this week?s mass travel disruptions, are in the most favorable position in terms of travel and recouping their costs.

?Trip cancellation is one of the most popular reasons people buy travel insurance this time of year,? says Harvey. ?With so many cancellations this week, travelers who have purchased this benefit have the comfort of knowing they won?t go home at a complete loss.?

As scores of stranded airport travelers try to make it to their final destinations through a series of powerful storms, those with travel insurance are far better off. Whether it?s waiting out a rebooked flight, booking an overnight hotel or incurring costs for canceling a trip, travel insurance is often the best way to minimize the negative impacts being felt at airports across the country.

(AP) ? Andrew Neitlich is the last person you'd expect to be rattled by the stock market.

He once worked as a financial analyst picking stocks for a mutual fund. He has huddled with dozens of CEOs in his current career as an executive coach. During the dot-com crash 12 years ago, he kept his wits and did not sell.

But he's selling now.

"You have to trust your government. You have to trust other governments. You have to trust Wall Street," says Neitlich, 47. "And I don't trust any of these."

Defying decades of investment history, ordinary Americans are selling stocks for a fifth year in a row. The selling has not let up despite unprecedented measures by the Federal Reserve to persuade people to buy and the come-hither allure of a levitating market. Stock prices have doubled from March 2009, their low point in the Great Recession.

It's the first time ordinary folks have sold during a sustained bull market since relevant records were first kept during World War II, an examination by The Associated Press has found. The AP analyzed money flowing into and out of stock funds of all kinds, including relatively new exchange-traded funds, which investors like because of their low fees.

"People don't trust the market anymore," says financial historian Charles Geisst of Manhattan College. He says a "crisis of confidence" similar to one after the Crash of 1929 will keep people away from stocks for a generation or more.

The implications for the economy and living standards are unclear but potentially big. If the pullback continues, some experts say, it could lead to lower spending by companies, slower U.S. economic growth and perhaps lower gains for those who remain in the market.

Since they started selling in April 2007, eight months before the start of the Great Recession, individual investors have pulled at least $380 billion from U.S. stock funds, a category that includes both mutual funds and exchange-traded funds, according to estimates by the AP. That is the equivalent of all the money they put into the market in the previous five years.

Selling during both a downturn and a recovery is unusual because Americans almost always buy more than they sell during both.

Since World War II, nine recessions besides the Great Recession have been followed by recoveries lasting at least three years. According to data from the Investment Company Institute, a trade group representing investment funds, individual investors sold during and after only one of those previous downturns ? the one from November 1973 through March 1975. And back then a scary stock drop around the start of the recovery's third year, 1977, gave people ample reason to get out of the market.

The unusual pullback this time has spread to other big investors? public and private pension funds, investment brokerages and state and local governments. These groups have sold a total of $861 billion more than they have bought since April 2007, according to the Federal Reserve.

Even foreigners, big purchasers in recent years, are selling now ? $16 billion in the 12 months through September.

As these groups have sold, much of the stock buying has fallen to companies. They've bought $656 billion more than they have sold since April 2007. Companies are mostly buying their own stock.

On Wall Street, the investor revolt has largely been dismissed as temporary. But doubts are creeping in.

A Citigroup research report sent to customers concludes that the "cult of equities" that fueled buying in the past has little chance of coming back soon. Investor blogs speculate about the "death of equities," a line from a famous BusinessWeek cover story in 1979, another time many people had seemingly given up on stocks. Financial analysts lament how the retreat by Main Street has left daily stock trading at low levels.

The investor retreat may have already hurt the fragile economic recovery.

The number of shares traded each day has fallen 40 percent from before the recession to a 12-year low, according to the New York Stock Exchange. That's cut into earnings of investment banks and online brokers, which earn fees helping others trade stocks. Initial public offerings, another source of Wall Street profits, are happening at one-third the rate before the recession.

And old assumptions about stocks are being tested. One investing gospel is that because stocks generally rise in price, companies don't need to raise their quarterly cash dividends much to attract buyers. But companies are increasing them lately.

Dividends in the S&P 500 rose 11 percent in the 12 months through September, and the number of companies choosing to raise them is the highest in at least 20 years, according to FactSet, a financial data provider. Stocks now throw off more cash in dividends than U.S. government bonds do in interest.

Many on Wall Street think this is an unnatural state that cannot last. After all, people tend to buy stocks because they expect them to rise in price, not because of the dividend. But for much of the history of U.S. stock trading, stocks were considered too risky to be regarded as little more than vehicles for generating dividends. In every year from 1871 through 1958, stocks yielded more in dividends than U.S. bonds did in interest, according to data from Yale economist Robert Shiller ? exactly what is happening now.

So maybe that's normal, and the past five decades were the aberration.

People who think the market will snap back to normal are underestimating how much the Great Recession scared investors, says Ulrike Malmendier, an economist who has studied the effect of the Great Depression on attitudes toward stocks.

She says people are ignoring something called the "experience effect," or the tendency to place great weight on what you most recently went through in deciding how much financial risk to take, even if it runs counter to logic. Extrapolating from her research on "Depression Babies," the title of a 2010 paper she co-wrote, she says many young investors won't fully embrace stocks again for another two decades.

"The Great Recession will have a lasting impact beyond what a standard economic model would predict," says Malmendier, who teaches at the University of California, Berkeley.

She could be wrong, of course. But it's a measure of the psychological blow from the Great Recession that, more than three years since it ended, big institutions, not just amateur investors, are still trimming stocks.

Public pension funds have cut stocks from 71 percent of their holdings before the recession to 66 percent last year, breaking at least 40 years of generally rising stock allocations, according to "State and Local Pensions: What Now?," a book by economist Alicia Munnell. They're shifting money into bonds.

Private pension funds, like those run by big companies, have cut stocks more: from 70 percent of holdings to just under 50 percent, back to the 1995 level.

"People aren't looking to swing for the fences anymore," says Gary Goldstein, an executive recruiter on Wall Street, referring to the bankers and traders he helps get jobs. "They're getting less greedy."

The lack of greed is remarkable given how much official U.S. policy is designed to stoke it.

When Federal Reserve Chairman Ben Bernanke launched the first of three bond-buying programs four years ago, he said one aim was to drive Treasury yields so low that frustrated investors would feel they had no choice but to take a risk on stocks. Their buying would push stock prices up, and everyone would be wealthier and spend more. That would help revive the economy.

Sure enough, yields on Treasurys and many other bonds have recently hit record lows, in many cases below the inflation rate. And stock prices have risen. Yet Americans are pulling out of stocks, so deep is their mistrust of them, and perhaps of the Fed itself.

"Fed policy is trying to suck people into risky assets when they shouldn't be there," says Michael Harrington, 58, a former investment fund manager who says he is largely out of stocks. "When this policy fails, as it will, baby boomers will pay the cost in their 401(k)s."

Ordinary Americans are souring on stocks even though stock prices appear attractive relative to earnings. But history shows they can get more attractive yet.

Stocks in the S&P 500 are trading at 14 times what companies earned per share in the past 12 months. Since 1990, they rarely traded below that level ? that is, cheaper, according to S&P Dow Jones Indices. But that period is unusual. Looking back seven decades to the start of World War II, there were long stretches during which stocks traded below that.

To estimate how much investors have sold so far, the AP considered both money flowing out of mutual funds, which are nearly all held by individual investors, and money flowing into low-fee exchange-traded funds, or ETFs, which bundle securities together to mimic the performance of a market index. ETFs have attracted money from hedge funds and other institutional investors as well as from individuals.

At the request of the AP, Strategic Insight, a consulting firm, used data from investment firms overseeing ETFs to estimate how much individuals have invested in them. Based on its calculations, individuals accounted for 40 percent to 50 percent of money going to U.S. stock ETFs in recent years.

If you assume 50 percent, individual investors have put $194 billion into U.S. stock ETFs since April 2007. But they've also pulled out much more from mutual funds ? $580 billion. The difference is $386 billion, the amount individuals have pulled out of stock funds in all.

If you include the sale of stocks by individuals from brokerage accounts, which is not included in the fund data, the outflow could be double. Data from the Federal Reserve, which includes selling from brokerage accounts, suggests individual investors have sold $700 billion or more in the past 5? years. But the Fed figure may overstate the amount sold because it doesn't fully count certain stock transactions.

The good news is that a chastened stock market doesn't necessarily mean a flat stock market.

Bill Gross, the co-head of bond investment firm Pimco, has probably done more than anyone to popularize the notion that stocks will prove disappointing in the coming years. But he says what is dying is not stocks, but the "cult" of stocks. In a recent letter to investors, he suggested stocks might return 4 percent or so each year, about half the long-term level but still ahead of inflation.

And if America's obsession with stocks is over, some excesses associated with it might fade, too.

Maybe more graduates from top colleges will look to other industries besides Wall Street for careers. Of every 100 members of the Harvard undergraduate Class of 2008 who got jobs after graduation, 28 went into financial services, such as helping run mutual funds or hedge funds, according to a March study by two professors at the university's business school. The average for classes four decades ago was six out of 100.

Of course, those counting the small investor out could be wrong.

Three years after that BusinessWeek story on the "death of equities" ran, in 1982, one of the greatest multi-year stock climbs in history began as the little guys shed their fear and started buying. And so they will surely do again, the bulls argue, and stock prices will really rocket.

Neitlich, the executive coach, has his doubts.

Instead of using extra cash to buy stocks, he is buying houses near his home in Sarasota, Fla., and renting them. He says he prefers real estate because it's local and is something he can "control." He says stocks make up 12 percent his $800,000 investment portfolio, down from nearly 100 percent a few years ago.

After the dot-com crash, it seemed as if "things would turn around. Now, I don't know," Neitlich says. "The risks are bigger than before."

Three Afghans dead in new blast at U.S. base in Afghan east

KHOST, Afghanistan (Reuters) - A suicide bomber killed three people in an attack on a U.S. base in Afghanistan on Wednesday, the same base that is believed to be used by the CIA and which a suicide bomber attacked three years ago killing seven CIA employees.

The Afghan Taliban claimed responsibility for the attack in the eastern town of Khost, saying they had sent a suicide bomber driving a van packed with explosives to the base.

"The target was those who serve Americans at that base," said Taliban spokesman Zabihullah Mujahid.

Afghanistan's NATO-led force said the bomber did not get into the base nor breach its perimeter. Police said the three dead were Afghans who were outside the base, which is beside a military airport.

The al Qaeda-linked Haqqani network, widely regarded as the most dangerous U.S. foe in Afghanistan, is active in Khost province, which is on the Pakistani border.

After more than a decade of war, Taliban insurgents are still able to strike strategic military targets, and launch high-profile attacks in the capital, Kabul, and elsewhere.

Three years ago, an al Qaeda-linked Jordanian double-agent killed seven CIA employees and a Jordanian intelligence officer in a suicide bombing at the same base in Khost, known as Forward Operating Base Chapman.

It was the second deadliest attack in CIA history.

Afghan police official General Abdul Qasim Baqizoy, the Khost police chief, said no CIA agents were hurt on Wednesday.

Afghan authorities are scrambling to improve security across the country before the U.S. combat mission ends in 2014.

Besides pressure from the Taliban, U.S.-led NATO forces also face a rising number of so-called insider attacks, in which Afghan forces turn their weapons on Western troops they are supposed to be working with.

On Monday, an Afghan policewoman killed a U.S. police adviser at the Kabul police headquarters, raising troubling questions about the direction of the war.

It appeared to be the first time that a woman member of Afghanistan's security forces carried out such an attack.

On Tuesday, Afghan officials said the woman has an Iranian passport and moved to Afghanistan 10 years ago. There was no suggestion that Iran was involved in the attack on the American.

Officials suspect she may have been recruited by al Qaeda or the Taliban, and had intended to also kill Afghan police officials.

Adam Warner: Offbeat Honeymoon: 6 Unique Alternatives for Your Trip

When it comes to ultimate honeymoon agendas, luxury trips to tropical destinations like Hawaii and St. Lucia typically lead the pack. But for those couples looking for alternatives to the ordinary resort getaway, consider these six unique ideas still bound to provide the getaway of a lifetime.

Mini-Moon

Mini-moons are quickly becoming a popular honeymoon alternative for newlyweds. Ideal for honeymooners with budget limitations, timing constraints, or little vacation time set aside, a mini-moon still enables couples to experience an unforgettable destination for a few days, even if it's not Paris or Hawaii. Typically, a mini-moon consists of a destination within driving distance or a short flight.

Mini-moon hotspots: New York City, Las Vegas, Miami, and San Francisco.

Volunteer Honeymoon

Whether clearing trails in a scenic national park or building homes in a developing nation, a volunteer honeymoon allows newlyweds to travel the world while giving back to individuals, communities, and organizations in need. This is truly a memorable travel experience, one that will certainly make an impact on you, but also the people and projects that you decide to help out. What a remarkable way to start your new life together.

Volunteer Ideas: Build a home through Habitat for Humanity, preserve hiking trails with the Sierra Club, or help endangered animals with Biosphere Expeditions.

Eco-Honeymoon

Looking to explore and learn about some of the world's most diverse ecosystems? If the answer is a definite yes, then consider an eco-honeymoon for your upcoming trip.

Ecotourism is an increasingly popular form of travel that focuses on visiting natural or protected areas of a destination while minimizing overall impact. In fact, it has quickly become one of the fastest growing areas in the travel industry. From wildlife viewing in the heart of the African savannah to whitewater rafting down glacier-fed rivers, the options are practically endless for eco-adventurers.

Eco-Ideas: Drop your bags at Tortuga Lodge & Gardens in beautiful Costa Rica. Located in the lush northeastern section of the country, this remote property offers luxury accommodations and a variety of unforgettable eco-activities, including boat tours through stunning Tortuguero National Park and private turtle nesting expeditions.

Camping or National Parks Getaway

Outdoorsy couples may want to consider a national park honeymoon to experience America's greatest natural wonders. Whether you explore just one destination or decide to mix and match, your honeymoon is guaranteed to feature scenic drives, soaring mountain vistas, gorgeous backcountry hikes, and other incredible once-in-a-lifetime experiences.
Meanwhile, with properties such as Ahwahnee Hotel to choose from, couples don't have to sacrifice comfort to get up close and personal with some of the country's most extraordinary parks.

Honeymoon-worthy picks: Olympic (WA), Acadia (ME), Yosemite (CA), and Yellowstone (WY) national parks.

European River Cruise

A cruise along one of Europe's famous rivers can provide newlyweds with an intimate, relaxing, and overall exceptional experience. Demand for European river cruises is now at an all-time high -- especially among American travelers -- and it's easy to see why. Travelers can sail past picturesque countryside, discover historic cities, view gorgeous hilltop castles, and easily embark on new experiences and activities along the way.

Popular European routes include the Danube, Rhine, Po, Seine, Rhone, and Moselle rivers. Memorable city stops feature Vienna, Berlin, Prague, Budapest, Paris, and Amsterdam, among countless others.

Ride the Rails

Leave behind the hassles of airplanes and car rentals on your upcoming honeymoon. With the ability to experience luxurious accommodations, top-notch cuisine, and breathtaking scenery, plus the chance to hop on and off at some of the world's most iconic destinations, train travel can be immensely rewarding, romantic, and eye-opening. Arguably, it can transport you to places -- and even eras -- better than any other mode of transportation.

The Venice Simplon-Orient-Express remains one of the world's most luxurious and spectacular train experiences. Meanwhile, the Napa Valley Wine Train is also a great option, especially for mini-mooners.

Last-second gifts that won't make you look desperate

10 hrs.

Look, we've all had that instant in which we realize we forgot to get a gift for someone, the deadlines for online orders have passed, and all the stores are closed because Christmas is practically here. It's a particularly?miserable moment, but there's help?? so don't sigh and order yet another digital gift card just yet.

While digital gift cards can be what people want, they tend to scream, "I forgot about you, so here's a token that took about as much thought as pouring myself a glass of wine."

So what can you do? Why, you go for the last-second gifts that haven't become as cliche as those things.

If you've got a gamer on your hands, you?top off his or her Xbox Live Gold?subscription. It's a simple, yet thoughtful?gesture. Extra credit if you throw in some Microsoft Points. Does your gamer favor the PlayStation? Not to worry, Amazon sells PSN points with digital download codes.?But if you are not sure what the recipient is into, consider browsing through Steam for some games to gift him or her. The selection is huge and there are plenty of popular titles mere clicks away.

For the music lover in your life, a Spotify?or Rdio?subscription is the way to go. With unlimited Web and mobile?streaming music of most back catalog and?newly released albums for $10 a month, these services have become favorites among the NBC News tech reporters. They're a?great way to avoid buying any music you'll be sick of in two months. The only downside is, you might get your friend so hooked that you will have to keep paying for the subscription, year after year!

If you happen to be dealing with a particularly social media savvy pal, you might get away with sending him or her a Facebook Gift. You can select a real physical gift?? ranging from silly toys to cosmetics to food???for which the recipient will instantly receive a notification. Just practice smiling convincingly and telling your friend that you thought Facebook Gifts are the trendy way to celebrate Christmas and that you absolutely did not put shopping off until the last minute, no siree!

Now, we did slam digital gift cards, but there are a few exceptions. One is Amazon.?We wish there was a way to give someone the gift of an?Amazon Prime membership since?any online shopper would appreciate the year of?free two-day shipping, and would probably enjoy the streaming movies and TV shows, too. As of now, Amazon won't let you give someone Prime, though, so your alternative is a $79 Amazon?digital gift card.

Lucky for you, Amazon has taken digital gift carding to never-before-seen heights. By partnering with JibJab, the company lets you star in a goofy video that plays when the recipient receives the email notification. If you aren't ready for stage and screen, maybe you want to upload a picture of yourself instead. A third non-lame option is suggesting a gift ? it's a little like the Facebook Gifts, where you select a real genuine object, but?recipients?can spend their Amazon credit on something else if they?think your judgment is flawed.

Speaking of Amazon Prime's streaming?flicks and TV shows, there two other services that do?let you gift subscriptions, Netflix and Hulu. Netflix has a huge selection of movies (and older?TV shows) while Hulu's premium Plus lineup gets the latest TV?shows much sooner.

What about last-second gifts that aren't digital in nature?

For those lucky enough to have a local florist who isn't completely slammed for the holidays, a pretty bouquet or center piece may be the way to go. Just be sure to triple-check that the order will be delivered on time?? and maybe throw in some balloons or candy if available.

What if none of these last-second gifts fit your almost-forgotten friends and family? Well, then consider going old-school: Write. Folks are so unaccustomed to receiving touching, handwritten (perhaps even handmade)?holiday cards and letters that they sometimes value them more than random one-size-fits-almost-all gifts. The thought still matters,?so you can use this as an opportunity to remind your loved ones of?how much you care about them ? even if you did almost forget about them during this crazy?holiday season.

Want more tech news?or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.
