All you wanted to know about 4G mobile technology

As the name suggests, 4G is the most recent (fourth) version of wireless communications standards. There?s less than 30 years of gap between the first-generation, huge, voice-only cordless cellular phones and high-speed, multifunctional smart cell phones of today. However,4G technology is not simply restricted to mobile phones. Constant developments in laptops, gaming gadgets, video cameras, and even refrigerators and vending machines will let them gain from 4G technology.

4G Connectivity ?The background

The very first digitally encrypted mobile phones became available in the market in 1991 (Finland). A more advanced voice technology; second-generation cell phones could relay and receive data, for example text messages. The third generation of mobile communications entered the market from 2000 onwards. Mobile online access and video conferences came into effect, trailed by mobile broadband facility to laptops and latest version of mobile phones. The fourth generation mobile technology is all set to provide speedy data transfers in both stationary and mobile situations.

Purpose of 4G mobile technology

The purpose of 4G networking include providing quick, streaming, necessary multimedia services, integrated video calling, full voice-over-Internet protocol, and better international roaming, from both mobile and static positions. This new version treats all services as data packets and uses a different, advanced wireless range than third-generation gadgets. Since no single radio communication technology can offer high-speed data transmission and the high degree of mobility necessitated by the standards, access to the mobile services and mobile technology can no further be handled by a single provider.

Recognition

In the month of October 2010, the ITU Radiocommunication Sector circulated its particulars for 4G services. The aim is to provide high-speed data transfer of up to 100 megabits per second when the user is in motion and a speed of up to 1 gigabyte per second when static. Popular as IMT-Advanced or International Mobile?Telecommunications Advanced, the cellular plan should also supply scalable bandwidths of at least 40 megahertz.

PFT: Packers' Jennings may opt for surgery

Washington Redskins v New York GiantsGetty Images

Week Seven was a very lucky week for yours truly.? With an unlucky 13 games on the schedule, I got 12 of them correct, with only a late comeback from the Titans blocking an unprecedented piece of perfection.

More importantly, MDS and I disagreed on three games.? Thanks to the Cowboys, Saints, and Colts, my two-game season-to-date lead has been extended to five games.

For the year, I?m now 67-37, and MDS is 62-42.

MDS will join Thursday?s PFT Live to discuss this week?s picks.? There will be no gloating.

At least not by him.

Buccaneers at Vikings

MDS?s take: After I was burned by picking the Bucs last week on the way to going 0-for-3 on games where I disagreed with Florio, I?m playing it safe this week. Tampa Bay still looks to me like a team that?s headed in the right direction, but right now the Vikings have too much for the Bucs on both sides of the ball and should win this one comfortably.

MDS?s pick: Vikings 27, Buccaneers 13.

Florio?s take:? The Vikings get a chance to show how different they are this year against one of the teams to whom the Vikings blew a big halftime lead last year.? This time, if the Vikings are up by 10 or more at the break, look for them to close it out with a defense that finally is good enough to hold leads.

Florio?s pick:? Vikings 21, Buccaneers 19.

Panthers at Bears

MDS?s take: Cam Newton is going to bounce back from this slump he?s in eventually. He?s too talented not to. But the Bears are the wrong team for a young quarterback to bounce back against. Chicago?s relentless pressure will force a few turnovers and lead to another loss for the Panthers.

MDS?s pick: Bears 20, Panthers 10.

Florio?s take:? Rattled by the ouster of G.M. Marty Hurney, racked by injuries, and reeling from the sad-sack demeanor of Cam Newton, the Panthers are poised to get plastered.

Florio?s pick:? Bears 31, Panthers 10.

Chargers at Browns

MDS?s take: The Chargers have had two weeks to lick their wounds after that disastrous Monday night meltdown against the Broncos. They?ll come in to Cleveland focused and motivated and win this one comfortably.

MDS?s pick: Chargers 31, Browns 17.

Florio?s take:? If Mike Holmgren?s current team can knock off the Chargers, the Chargers could be Mike Holmgren?s next team.? Though a house-cleaning could still be coming, the Chargers will likely do enough to reverse a bad two weeks of blown leads and stickum, allegedly.

Florio?s pick:? Chargers 24, Browns 17.

Seahawks at Lions

MDS?s take: Mistakes keep killing the Lions, whether it?s penalties, turnovers or special teams coverage breakdowns. If the Lions could get out of their own way they could go on a run down the stretch and still contend for a wild card berth, but that doesn?t look likely at this point. Seattle is the team that looks like a playoff contender, and the Seahawks will take another step in that direction with a win on the road.

MDS?s pick: Seahawks 17, Lions 14.

Florio?s take:? If this one were set for Seattle, it would be a no brainer.? In Detroit, the Seahawks have an opportunity to prove that they?re capable of beating better-than-bad teams in a place other than CenturyLink Field.

Florio?s pick:? Seahawks 17, Lions 16.

Jaguars at Packers

MDS?s take: In the biggest mismatch of the week, the Jaguars? offense will look even worse than usual without Maurice Jones-Drew, and Aaron Rodgers will have his third consecutive huge game.

MDS?s pick: Packers 34, Jaguars 3.

Florio?s take:? The Packers have never beaten the Jaguars at Lambeau Field.? Then again, these teams have played there only once.? The Jags will want to forget their second trip to town.

Florio?s pick:? Packers 45, Jaguars 21.

Dolphins at Jets

MDS?s take: I?m impressed that the Jets aren?t going down without a fight. When they lost Darrelle Revis and got blown out by the 49ers, I figured the Jets were finished, but they?ve played good football for the last three weeks, even if they have only one win to show for it in those three games. The Jets will beat the Dolphins in a low-scoring game and get back to .500.

MDS?s pick: Jets 13, Dolphins 10.

Florio?s take:? Despite the injuries and the ineffectiveness and the uncertainty, the Jets have improved over the past few weeks.? They?re good enough to complete the sweep of a Dolphins team that has improved even more discreetly.

Florio?s pick:? Jets 30, Dolphins 20.

Falcons at Eagles

MDS?s take: The Eagles know their backs are against the wall, and the Falcons have been scraping by with three straight close wins. This looks to me like the day when the Falcons? luck runs out, and the last unbeaten team in the league gets beaten.

MDS?s pick: Eagles 24, Falcons 21.

Florio?s take:? Andy Reid is 13-0 after the bye week.? Sometimes, there?s no need for elaboration.

Florio?s pick:? Eagles 24, Falcons 23.

Redskins at Steelers

MDS?s take: The Steelers took a big step toward the playoffs with last week?s win in Cincinnati, and I like them to keep it going against the Redskins. Look for Steelers tight end Heath Miller to have a big game against the Redskins? defense, just as Giants tight end Martellus Bennett, Vikings tight end Kyle Rudolph and Falcons tight end Tony Gonzalez have in the Redskins? last three games.

MDS?s pick: Steelers 28, Redskins 27.

Florio?s take:? The Steelers are 20-2-1 at Heinz Field against NFC teams.? But Heinz Field has never seen anything like RG3, who?ll run circles around a Polamalu-free Pittsburgh defense.

Florio?s pick:? Redskins 23, Steelers 20.

Patriots at Rams

MDS?s take: The Rams? secondary has been playing well and the Patriots? secondary has been leaving receivers wide open, and I?m tempted to pick the upset for that reason. But with Danny Amendola hurt I don?t think the Rams have the ammunition to take advantage of the Patriots? problems on defense, and I think New England?s running game can churn up yardage at Wembley Stadium and lead the Patriots to a low-scoring win.

MDS?s pick: Patriots 16, Rams 10.

Florio?s take:? The team whose name pays homage to the men who kicked the butts of the Brits like to kick butt in Britain.? Though it won?t be a blowout like it was three years ago against the Bucs, the Pats should be able to build a fourth-quarter lead.? And hold it.? For a change.

Florio?s pick:? Patriots 27, Rams 21.

Colts at Titans

MDS?s take: Titans running back Chris Johnson took advantage of a bad Bills defense last week, and he should be able to take advantage of a bad Colts defense this week. Johnson will go for about 150 yards and the Colts? offense won?t be able to keep up.

MDS?s pick: Titans 28, Colts 21.

Florio?s take:? The winner of this one won?t likely challenge the Texans for the division crown but would be very much alive for a wild-card berth.? The Titans continue their knack for playing in ? and winning ? exciting games.

Florio?s pick:? Titans 27, Colts 24.

Raiders at Chiefs

MDS?s take: I?m not a believer in Brady Quinn as the Chiefs? long-term answer at quarterback, but as a short-term fix who won?t turn the ball over as often as Matt Cassel, Quinn should be able to lead Kansas City to a home win over a bad team.

MDS?s pick: Chiefs 20, Raiders 16.

Florio?s take:? Oakland has won five straight times at Arrowhead Stadium.? With an extra week to prepare and everyone on the hot seat, if the Chiefs don?t beat the Raiders at home now, they possibly never will.

Florio?s pick:? Chiefs 24, Raiders 10.

Giants at Cowboys

MDS?s take: Completing a season sweep of the Giants would go a long way toward getting the Cowboys into playoff contention, but I don?t see it happening. The Cowboys? defense will miss linebacker Sean Lee, Giants quarterback Eli Manning will have a big day, and the Giants will improve to 4-0 all time at Cowboys Stadium.

MDS?s pick: Giants 31, Cowboys 20.

Florio?s take:? The Cowboys aren?t nearly as good as they were in Week One, when they beat the Giants in New Jersey.? The Giants are the same, but this time they won?t get complacent.

Florio?s pick:? Giants 35, Cowboys 27.

Saints at Broncos

MDS?s take: Two future Hall of Fame quarterbacks will be on the field in Denver, but Drew Brees has to play against a good Broncos secondary, while Peyton Manning gets to play against a terrible Saints secondary. Advantage Peyton.

MDS?s pick: Broncos 42, Saints 21.

Florio?s take:? When he was the head coach of the Panthers, John Fox held his own against Sean Payton?s Saints.? This time, Fox has a great quarterback ? and the Saints don?t have Payton.

Florio?s pick:? Broncos 38, Saints 28.

49ers at Cardinals

MDS?s take: The Cardinals? great start to the season may come to a screeching halt on Monday night.? A home loss to a division rival would be tough for Arizona to overcome, and a win at Arizona will be another step for the 49ers toward establishing themselves as the clear favorites to win the NFC West.

MDS?s pick: 49ers 20, Cardinals 13.

Florio?s take:? Once atop the NFC West, the Cardinals are close to completing their slide to the basement.? Blame it on the lack of a high-end quarterback and an offensive line to protect him.

Florio?s pick:? 49ers 24, Cardinals 13.

Though market shows steady increase, investors down in Tri-Cities

Stewart Beach hasn?t fielded any calls from people demanding he steer their money onto Wall Street.

On one hand, Beach, a financial adviser with Clear Perspective Advisors, of St. Charles and Aurora, acknowledges such an admission may seem incongruous.

Since early summer, the stock market has risen steadily, with Dow Jones Industrial Averages hitting levels not seen since before the market crash at the beginning of the Great Recession in 2007.

But while the market appears to have resumed its historical upward march, Beach and others who help Tri-Cities residents manage their money said their clients are responding to the seeming market rally with a bit of incredulity.

?I?m not getting any calls from clients yelling at me because we?re ?missing the market,? ? Beach said. ?They?re not saying, ?Put more money in!?

?Instead, what we?re hearing is a lot of people being really, really cautious.?

After the 2008 stock market crash, even otherwise optimistic investors opted for caution, pulling money out of the stock market and seeking safer investment vehicles in which to place their funds.

Based on the Dow Jones Industrial Average, the stock market has nearly erased all losses associated with the crash, hovering above 13,000 recently, just shy of the all-time high of about 14,000 in 2007.

?For the people that held the course, they?re almost back to where they were [in their portfolio value] to before the crash,? Beach said.

Dave Brady, a finance adviser and owner of Brady Investment Counsel of Geneva, said the generally steady nature of the stock market in recent months has prompted him and others to move clients back to what he called a ?fully allocated? position.

For most investors, that means putting about 60 percent of their portfolio in stocks.

?If our guidelines say a particular investor should be at a 60-40 stock allocation, then we are very comfortable right now getting them back to 60-40,? Brady said.

For many investors, the stock market represents the best choice for clients? long-term investing plans, Brady said. While the market will always present some risk, stocks have ?far outdone? other investment vehicles in returning gains.

Beach agreed investors have few realistic alternatives, with traditional savings vehicles returning virtually nothing.

?We know that, unless they just want to make sure they can?t lose anything, they?re not really excited at putting their money in the bank,? Stewart said. ?They?re not even keeping up with inflation.?

Reports filed with the Federal Deposit Insurance Corporation reveal in the first half of this year, just before the months-long stock market rally began, most local banks reported declines of 3 to 27 percent in the amount of money invested in ?time deposits,? such as CDs.

While stocks have represented a better investment option, advisers cautioned against too much optimism.

Brady said he believes the market increases don?t necessarily represent economic growth. Rather, Brady said, it is merely the market returning to ?fair value.?

And Brian Green, a financial adviser at Capital Management Group in St. Charles, said the lack of healthy economic growth also has led him to counsel against investing too heavily in stocks.

?It?s really tough right now as a financial adviser for me to say, ?Everything?s going to work out as it always does,? ? Green said.

Recently, investors appear to be acting on their wariness.

A recent survey reported by the financial trends tracking organization, the Investment Company Institute, revealed investors continued in October to pull more money out of mutual funds than they put in, a trend that began in September.

During the seven-day period from Oct. 3 to 10, investors pulled $2.3 billion from mutual funds. That comes on top of more than $23 billion that flowed out of mutual funds from Sept. 12 to Oct. 3, the ICI report said.

Green said his clients are growing increasingly pessimistic about the market?s and economy?s future.

Green, Brady and Beach noted their clients have expressed worries over the upcoming presidential election, government debt, global political issues and the so-called ?fiscal cliff? ? a shorthand term that describes the mix of tax rule changes, regulatory changes, government spending cuts and higher tax rates for workers, businesses and investors that will take effect Jan. 1 unless Congress and President Barack Obama act to avert them.

Green said if investors are particularly worried, he ?doesn?t spend any time trying to talk them out? of increasing their cash holdings.

?If you are generally concerned, then earning 0.5 percent with no risk may not be such a bad thing, if it brings you some peace of mind,? Green said.

For now, advisers said they are counseling most clients to stay defensive and stand pat.

?The market right now is kind of like a traffic jam on a freeway,? Beach said. ?We?re jammed up, can?t see too far ahead, but generally moving slowly in a positive direction. And, just like in a traffic jam, now?s not the time to be trying to constantly switch lanes.?

Smart Credit Card Tips You Need To Know

Charge cards are a thorn in people?s sides, and they have been since their inception. You must carefully read the fine print to make sure you are aware of all the costs that come along with making purchases on your credit card. This guide contains a lot of tips for anyone who wants to learn more regarding charge cards.

Interest Rate

Do not be hesitant to inquire about getting a lower interest rate. If you have a strong credit rating and have always made payments on time, an improved interest rate might be yours for the asking. Making one simple phone call can result in a better rate and help you save money.

TIP! Bigger, more established credit card providers usually offer the best deals for your new credit card. More perks usually come with these cards, and the company often has well-defined business practices.

For greater security, select a credit card which includes your picture on it. Though credit card companies will typically charge for this service, it will be worth it by helping you to avoid theft if your card is misplaced.

Always make sure you?re paying the cards you have with the largest interest rates first. Avoid leaving high debts on credit cards that have high interest. The best practice is to tackle the debts on cards with high interest first before you apply extra payments to balances with lower rates.

TIP! Review your monthly statements very carefully. Look to see if all the charges are valid and if any changes, such as credits, have been made.

Try to just have a few charge cards. Juggling multiple bank cards can quickly become a challenge, as each must be monitored for spending. If you do not have many cards, this ensures that you can pay closer attention to spending and reduces your potential debt.

You need to verify the information on your credit card receipt before you leave the register. By doing this, you can know all your information, and if you need to make a correction for any reason, you can do it immediately.

TIP! Keep a running total of the monthly expenditures you charge to your credit cards. Remember that impulse purchasing can increase your balance rapidly.

Never write your pin number or your password down under any circumstances. It is important that you remember your password, so that you are the only one that has access to it. If you write it down, other people will be able to access your credit.

Credit Card

TIP! Once you have closed your credit card account, be sure that you completely destroy your card. It is not enough to throw it in a desk drawer or in the garbage.

See if your credit card issuer is willing to lower your interest rate. If you have been a good customer for a while, many credit card providers will be more than happy to lower the interest rate that they are charging you. This can save you hundreds of dollars a year and all it takes is a phone call.

If you are going to be using your credit card to purchase something that is really out of the norm, it?s a smart idea to contact the issuer first. As an example, if you will be participating in overseas travel or purchasing something very expensive then advance notice is wise. This may keep your creditor from freezing your account because your activity has triggered an identity theft alert.

TIP! Make sure that you keep a constant eye on all of the transactions on your credit card bills. You could register for mobile alerts if they are offered to you.

Don?t cancel a card before assessing the full credit impact. Many times it leads to lowering your credit score which you do not want. It is also important to keep your major credit accounts active so that you do not lose a big portion of the credit history that you have built up over the years.

Never pay a credit card late. Credit card balances must be paid by a certain date. If this does not occur, hefty fees may be imposed. Not only that, many companies will make your interest rate higher, and that means that everything you buy from that point on will cost more in the long run.

Credit Card

Make sure you know what your interest rate will be with a given credit card. This is very important: prior to singing up with a credit card company, be sure you know what rate you?re paying. Without a clear understanding of the interest charges, your bills could rise unexpectedly. You might not have the ability to pay your debts every month if the charges are too high.

TIP! Select a password for your card that?s tough to identify for someone else. It?s a bad idea to use a common password like a middle name or phone number since people could guess these.

Before you apply for bank cards, make sure that you know your financial standing. Get a copy of your histories, as well as your credit reports, so you?re able to know what you?re able to do financially. If you find incorrect or questionable info on your report, make sure to dispute it. You should also look at any negative reporting items and try to get them corrected.

In conclusion, it can be frustrating and confusing to deal with charge cards. Luckily, with the ideas you read here, you have all of the tricks you need to start balancing your accounts. The tips from this article will help you make the best use of your charge cards.

SUNY Delhi Students Host Community Service Day in Celebration of College's 100th Birthday

DELHI, NY (10/24/2012)(readMedia)-- SUNY Delhi students will show their appreciation to the community that founded their college by volunteering locally through the O'Connor Center for Community Engagement for Community Service Day on Saturday, October 27.

Students will assist various area organizations in celebration of Delhi's 100th birthday. "This year our annual Community Service Day not only celebrates the college's centennial by helping the town and village of Delhi, but it also celebrates National 'Make A Difference Day,'" said Elizabeth Sova, SUNY Delhi Coordinator of the O'Connor Center for Community Engagement. "The day will be jam-packed with activities right here on campus as well as many of our traditional volunteer sites."

Delhi students will be volunteering at the following non-profit agencies and organizations: Saturday's Bread in Oneonta, Roberto's Kids, Merchants on Main (Village of Delhi), Delaware County Community Action Network (DCCAN), The ARC of Delaware County, area churches, Delaware Opportunities Big Buddies, Delaware County Office for the Aging, Delhi Senior Housing, Delhi Outdoor Education Center, WSKG, Oneonta World of Learning (OWL) and Woodland Cemetery.

Also on October 27, SUNY Delhi will host the Spooky Science Event, co-sponsored by the O'Connor Center for Community Engagement (OCCE), WSKG and OWL. Approximately 500 elementary and middle school students and their families from Delhi, South Kortright, Charlotte Valley, Stamford, Walton and Oneonta schools will participate. New PBS SciGirls Spooky Science episodes will be shown from 11 a.m. to 2 p.m. in The Okun Theatre. A science dance workshop will be held in the college's dance studio and 21 stations of take-home activities will be led by OWL volunteers and SUNY Delhi students. SUNY Delhi's Patisserie Club will also offer cupcake decorating.

The O'Connor Center for Community Engagement began in 1999 with grant support from the O'Connor Foundation and other local organizations. The Center matches individual students, clubs, classes, and faculty and staff volunteers with non-profit agencies and organizations within the greater Delhi community that need a helping hand. It serves as a clearinghouse for these community organizations, and facilitates volunteerism by arranging for transportation, orientation and training, and feedback on completed community service projects. The O'Connor Center has been named to the

President's National Honor Roll for Community Service for the last six years. Delhi students complete over 24,000 hours of service annually with over 70 percent involved in some type of service activity through clubs and organizations.

For more information about Community Service Day or the Spooky Science Event, contact Elizabeth Sova at 607-746-4781.

LONDON (AP) ? The scale of the child sex abuse scandal engulfing the BBC expanded on Thursday as authorities announced that 300 potential victims had come forward with accusations against one of the broadcaster's most popular children's entertainers and that others might have acted with him.

The scandal swirling around one of Britain's most respected news organizations also prompted a spirited defense from New York Times chairman and publisher Arthur Sulzberger Jr. of the paper's incoming CEO, the former top executive of the BBC.

In a letter to staff, Sulzberger said he was satisfied that Mark Thompson, who was the BBC's director general until last month, had no role in the decision to scrap an investigative segment about the abuse allegations against the late Jimmy Savile.

The well-known children's TV and radio host is accused of using his fame to coerce teens into having sex with him in his car, his camper and even in dressing rooms on BBC premises.

Police Commander Peter Spindler, head of the Scotland Yard inquiry into the scandal, said Thursday that 300 potential victims had come forward so far and even more were expected to contact authorities. He said all but two of the cases involved girls and that detectives had interviewed 130 people.

The police commander acknowledged he had been stunned by the volume of abuse allegations reported to his team of 30 officers in the three weeks since accusations about Savile's activities first came to public attention.

"It is quite staggering, the number of women ... and this is primarily women; we have only got two men in the system so far," Spindler said.

Spindler said Savile, who died last October at age 84, was "undoubtedly" one of the worst sex offenders in recent British history.

Since the allegations aired on British television this month, London police have received three times the usual number of calls about allegations of past sexual abuse. "I have no doubt that we are in a watershed moment for child abuse investigations," Spindler said.

Previously feted for his charity work at hospitals and homes for children, Savile is alleged to have deliberately supported such causes to target troubled youths whose credibility would be questioned if they reported the alleged sexual abuse.

Spindler said that although the majority of cases related to Savile alone, some involved the entertainer and other, unidentified suspects. In addition, some potential victims who reported abuse by Savile also told police about separate allegations against unidentified men that did not involve the BBC host.

He confirmed that police could seek to prosecute any suspects who are still living but said no one has been arrested or questioned so far.

Spindler also revealed that a retired London police officer had contacted Scotland Yard to report that he investigated Savile in the 1980s after a young woman accused him of assaulting her inside his trailer while it was parked on BBC premises. The ex-officer said there hadn't been sufficient evidence to prosecute Savile at the time, Spindler said.

Police have also discovered that a woman contacted Scotland Yard in 2003 to allege that Savile had touched her inappropriately in the 1970s but did not seek to press charges. In addition, authorities acknowledged that Savile was questioned in 2007 over an allegation tied to a school in Surrey but prosecutors declined to bring charges.

The Savile scandal has rocked the BBC and prompted disbelief that the TV host's crimes could have gone unnoticed or unreported by colleagues or managers.

Thompson, the incoming New York Times CEO, who was BBC director-general from 2004 until last month, is among those facing questions from lawmakers. Thompson has insisted he never met Savile, was unaware of rumors about his behavior and had little knowledge of the expose that was canceled late last year just as other BBC divisions were planning tributes to the late entertainer.

In his letter to Times staff, Sulzberger said Thompson had thoroughly explained his handling of the issue.

"Mark has provided a detailed account of that matter, and I am satisfied that he played no role in the cancellation of the segment," Sulzberger wrote.

"Our opinion was then and remains now that he possesses high ethical standards and is the ideal person to lead our company," the letter said.

For almost 20 years, Savile made children's dreams come true on a popular TV show, "Jim'll Fix It." He was also the original host of the music program "Top of the Pops," which ran from 1964 to 2006, featuring performances by everyone from The Rolling Stones to the Sex Pistols.

Savile championed a host of good causes, frequently running marathons to raise money. He helped to collect millions for the creation of a national spinal injuries center at Stoke Mandeville Hospital in southern England and bequeathed money for a heart unit at Leeds infirmary called the Savile Institute.

He was knighted by Queen Elizabeth II for services to charity and entertainment and received a papal knighthood from the Vatican. Prince Charles was among those who paid tribute when Savile died last year.

On the sun: Massive solar flare unleashed

An X-class flare erupted on the sun on Monday, according to scientists. These flares, sometimes interfering with radio signals here on Earth, are likely to continue as the sun approaches the peak of its magnetic activity in 2013.?

The sun unleashed a powerful solar flare late Monday (Oct. 22), releasing waves of radiation into space that have already caused a short radio blackout on Earth.

The?flare erupted from the sunspot AR 11598?(short for Active Region 11598), and reached peak brightness at 11:22 p.m. EDT (0322 GMT this morning, Oct. 23), according to scientists working on NASA's Solar Dynamics Observatory (SDO), a space telescope that constantly monitors the sun with high-definition cameras. It ranked as an X1.8?solar flare, one of the strongest types of solar flares, according to the U.S. Space Weather Prediction Center (SWPC) run by NOAA and the National Weather Service.

The same sunspot produced three strong flares before this one in just the two days since it became visible from Earth's perspective. "This means more flares are probably in the offing, and they will become increasingly Earth-directed as the sunspot turns toward our planet in the days ahead," astronomer Tony Phillips wrote on?Spaceweather.com, a website that tracks skywatching and space weather events.?

Solar flares are caused when magnetic activity ramps up in certain patches, called sunspots, on the surface of our star. Scientists measure the strength of solar flares in terms of energy classes, with X-class flares the most powerful sun storms. Moderate flares rank as class M storms and can supercharge Earth's northern lights displays when aimed at our planet. Class C solar flares are the weakest of the bunch and have little effect on Earth. [Photos: Sunspots on Earth's Closest Star]

Monday's solar flare was captured in photos and video by SDO, and appears as a bright white flash coming off the sun. The flare was a short-lived type of solar eruption called an impulsive flare (as opposed to the other type, called a gradual flare).

"Impulsive flares aren't generally associated with severe space weather, and additionally, this region is still several days away from directly facing Earth from center disk," SWPC officials wrote. "Nonetheless, the potential for continued activity remains, so stay tuned for updates as Region 1598 makes its way across the visible disk."

Solar flares often release bubbles of charged plasma (called coronal mass ejections) into space that, when they impact Earth, can cause geomagnetic storms that disrupt radio communications and power grids and create especially beautiful displays of the?northern and southern lights?(auroras). This flare, however, did not unleash a coronal mass ejection, so it is predicted to cause little disruption on Earth and no special auroras. Its powerful radiation was enough, though, to briefly disrupt radios here last night.

The sun?is getting more and more active lately as it approaches an expected peak of magnetic activity in 2013. This activity naturally waxes and wanes on an 11-year weather pattern. The sun's current cycle is called Solar Cycle 24.

Bringing Home the Browns: Local East Texas Family Sweeping the ...

Facebook

Sean and Heather Brown lived a typical East Texas love story. He was a backwoods boy who loved to hunt, and she was a blonde beauty. The two fell in love and got married, and 7 years later found out they would be expanding their little family. But their story took a wrong turn just over a month ago, and they?re using Facebook to share it and inspire people everywhere.

On September 15th and 34 weeks pregnant, while John was fighting for our country in Afghanistan, Heather was having some headaches and back pains. So she went to the hospital to be cautious. There she starting having seizures which doctors determined was due to bleeding in her brain. The baby, John Michael, was taken by emergency C-section and sent to a local NICU Unit. All the while Heather had slipped into a coma.

Sean got word of what was going on with his family back home, and immediately started the journey from Afghanistan to East Texas. It took him 72 hours with no contact to get updates on his wife and son. He arrived at Tyler Pounds and had a police escort to the hospital.

On October 5th, at 5 lbs, baby John Michael Thomas Brown was brought home in good condition with his daddy by his side. Doctors are pleased with his development as he and his family are adjusting. Sean tries to divide his time at home with Baby John and time at the hospital with Heather.

It?s been over a month and Heather is still in a coma. Yesterday, Baby John got to visit his mother for the first time. While Heather has had little to no response or reaction, doctors say that John is the best medicine that Heather can have. He is better than any medicine a doctor can prescribe.

The family gives updates on Heather and the baby, along with pictures on their Facebook page. Since the page was put up just over one month ago, it has gained over 365,000 likes and shares across the country. People are being inspired by this families story and strength. For updates on Heather and Baby John, visit the Facebook page.

Breast Cancer: Detecting early signs

DAYTON, Ohio (WDTN) - When someone says you fight like a girl, it's not usually meant as a compliment. However, when it comes to breast cancer, women can throw and take some tough punches. Men can also be impacted, but it's predominately found in women.

In honor of Breast Cancer Awareness Month, 2 News brings you a week-long special series that?celebrates survivors. They will share?what they've learned during their journey. But first, experts in the field talk about caring for women?dealing with?the disease.????

"It's such an earth-shattering diagnosis for a woman to hear," said Dr. Melissa Roelle, a surgeon at?Miami Valley Hospital.?She and her colleagues at Miami Valley South's High-Risk Breast Center use their minds, skills and hearts to battle breast cancer.

"Mammography saves lives, and women save each other," said Dr. M. Patricia Braeuning, a radiologist at Miami Valley South.????

Hang on to the last part of what she just said, we'll get back to it in just a moment, but first, mammograms. Doctor Braeuning says they're still the best way to find breast cancer early. Mammograms can sometimes find the disease up to three years before it can be felt.

"Mortality deceases by at least 40% - if not greater - in people who have yearly mammography," said?Braeuning. "It's not going to save everybody, but if you can save at least 40% of?people with mammograms, that's huge."

Sticking with 40, that's the age she recommends women with a normal risk begin yearly mammograms. The process takes about 20 minutes and she says it's relatively painless.

About 10% of cases of breast cancer involve an inherited component. A genetic counselor, like Julie Sawyer, can help identify?a family's risk.

"We can actually run calculations that can give us an idea statistically what the chances are they can carry a gene that's changed in such a way that it raises the risk of breast or ovarian cancer in the family," said Sawyer, Miami Valley South.

The gene mutations are called BRCA-1 and BRCA-2. Sawyer says men can also be carriers. So, a father's family is just as important as a mother's when evaluating risk. Women with a mutation have up to an 85% risk of developing breast cancer, says Sawyer. "We talk about all those 'what ifs'," she said. "(We talk about) How a woman will feel in various circumstances and various results so she isn't blindsided, so she has a chance to decide if that's even something she wants to know at this point in her life."

Doctor Roelle says treatment for breast cancer depends on the individual, and she encourages patients to take their time in understanding the diagnosis, "And learn as much about it as you can," she said. "To understand what the disease is, talk with people, and spend some time with your doctors."

A woman can have the lump removed - called a lumpectomy. Or, remove the entire breast - called a mastectomy. Doctor Roelle says the survival benefit is about the same.

"There's a slightly higher chance that a woman who has a lumpectomy with radiation will have a reoccurrence," she said. "Now, it's not zero in women who have a mastectomy either. It's still about 5% as we look many years down the road. Even if you have a mastectomy there's always a chance the cancer could come back."

She says in her practice, she's seeing more women who develop cancer in one breast opting to remove both breasts to reduce their risk of reoccurrence. She says reconstruction is an option for many.

Returning to that comment earlier in the story, about women saving each other. Well, we just may be our best ally in the fight against breast cancer.

"People don't take the time to take care of themselves," said Dr. Braeuning. "Sometimes you need to grab your sister, or your best friend, or your mother and have your mammogram together. That's a fun way to do it because then you don't forget every year, and you have your bosom buddy to do it with you."

Nokia Lumia 920 pre-orders reappear: $699 off-contract at Negri Electronics

Nokia Lumia 920 preorders reappear $699 offcontract at Negri Electronics

If you missed Best Buy's early preorder showing of the Lumia 920 (which soon disappeared) then you might be interested in stumping a headier amount for the same handset, off-contract. Negri Electronics is now listing the device at $699, but minus those monthly payments to AT&T. The online retailer has the yellow iteration, while it's also stocking the Lumia 820 free from contract restrictions -- and in red -- for $599. The site is sticking resolutely to that pre-order label on both, however, with no mention of a possible delivery date just yet.

Dumbest Legal Argument Ever? | Dispatches from the Culture Wars

A guy in Wisconsin made one of the worst legal arguments I?ve ever heard, arguing that the traffic laws do not apply to him because they only apply to ?persons? while the Bible defines him as a ?man? and that?s totally different. An appeals court in that state, predictably, agreed with me:

Jeffrey Manke had argued that his reading of the Bible defines him as a ?man,? rather than a person, so the law doesn?t apply to him.

In a short opinion, the court said Wednesday the dictionary definition of ?person? includes ?man? within it.

?Manke does not develop any argument for how defining him as a ?person? denies him due process of the law or how it burdens his exercise of his religion,? the court said. ?Manke has not met his burden to show how Wisconsin?s traffic laws are unconstitutional either facially or as applied to him.?

And according to the ruling, he offered another idiotic argument too:

Manke also challenges whether his Mazda constitutes a ?vehicle? under Wis. Stat. ? 346.57(4)(h). His argument is based on a conflation of the statutory definitions for ?vehicle,? ?motor vehicle,? and ?commercial motor vehicle,? from which he decides that only vehicles used in the course of commercial activity are subject to the statute. Manke asserts he was not engaged in commerce while he was speeding, and therefore he cannot be convicted for violating ? 346.57(4)(h). Manke?s Mazda is a vehicle regardless of the purpose for which it is employed.

And then there?s this footnote:

Manke also appears to challenge the statute as a violation of his ?right to travel.? It is unclear to whom this argument is addressed as it comes in the form of a six-page letter written to the Fond du Lac county sheriff that is reproduced in the middle of Manke?s brief without explanation. Regardless, we decline to review this challenge and reject it for the same reasons as his other constitutional challenges.

I?m gonna take a stab in the dark here and assume that he represented himself in the case. If he had an actual attorney in the case, that guy should be disbarred for abject stupidity.

Apple's Oct. 23 'iPad Mini' event: What to expect

9 hrs.

The rumors surrounding Apple's press event, scheduled for Oct. 23, are deafening. Will the Cupertino-based company announce a smaller iPad? (It had better.) Will the company offer up a 13-inch MacBook Pro with a Retina display? (Very likely!)?How about an?Apple-branded coffee maker? (No.)

We'll find out for certain which rumors are true?at 10 a.m. PT/1 p.m. ET on Tuesday,?when NBC News' tech/sci editor?Wilson Rothman will be inside the event, covering it live here (and tweeting at @wjrothman).?For now, let's?sort?through the latest gossip and making our best guesses. Here's what Apple might announce:

iPad Mini (or is that "iPad Air"?)
We suspect that the smaller iPad will be a 7.85-inch device. This particular size has been floating around for over half a year, since a report in the Wall Street Journal suggested that Apple is testing a device about eight inches in size. Since that time, we've heard various other outlets cite their own anonymous sources in order to back up these measurements and narrow them down to the?7.85-inch point.

Odds are high that the smaller iPad will not have a high-resolution Retina display like the iPhone 5 or the third-generation iPad. A Bloomberg?report suggests?it will use a slightly lower resolution display and be priced to compete with Google's Nexus 7 tablet (and other lower-cost tablets such as those made by Amazon or Barnes & Noble).

According to Apple watcher John Gruber, the smaller iPad may look a lot like a large iPod Touch, rather than any other current Apple device, and have a somewhat smaller bezel. Simple logic suggests that the device will have a Lightning connector, just like the iPhone 5 and the latest iPod touch devices. Rumors regarding the guts of the so-called "iPad Mini"???or "iPad Air,"?as some rumors suggest it will be called???have been scattered and leave us hesitant to hazard many guesses about that aspect of the device.?(Most of the noise is around an A5 processor and 512MB of RAM, for what it's worth ? about the same specs as an iPad 2.)

As far as the price goes though, it's all about educated guesswork.?As our own Wilson Rothman pointed out, $249 would be the magic price tag for this tablet.?"I think that $249 is the 'all other tablets are dead' price, and $299 is the 'Apple keeps its market share?while making a comfortable profit' price. Anywhere over $300 is a "not good" price," Rothman concludes. "Not in today's market, not with a full-sized iPad 2 selling for $400 and a Retina-display iPad selling for $500."

That pricing logic may not win out, however. As 9to5Mac reported, Apple's smaller iPad may be priced at $329, in order to sit somewhere between the $299 iPod Touch and the $399 iPad 2.

13-inch MacBook Pro with Retina display
According to multiple reports, both from?purportedly?"reliable sources" cited by 9to5 Mac's Mark Gurman and analysts cited by CNET's Brooke Crothers,?Apple will show off a 13-inch version of the MacBook Pro with Retina display.?This laptop will supposedly be "sold in two configurations, with differing processors and storage, and will be available for purchase soon after introduction," Gurman explains.

A report by the 9to5 Mac staff additionally suggests that the new laptops will start at around $1699. This price tag would belong to the base-model, according to the report, and a higher end version of the laptop would cost about $200 or $300 more.

This new laptop is expected to co-exist with its larger siblings, so don't worry that the current MacBook Pro with Retina display models will disappear from shelves.

A new?new?iPad
The folks at 9to5 Mac call attention to a photo allegedly showing a device which appears identical to the third-generation iPad, except for one small change: It has a Lightning connector instead of a 30-pin connector. One could speculate that the device will see a minor refresh, though it's questionable what sort of other changes might be made, beyond the connector.

Would Apple be crazy enough to refresh the third-generation iPad after just seven months? It would be unprecedented, but not totally outside the realm of possibility.

The other little things
It wouldn't be surprising if Apple were to announce some minor refreshes to its iMac and Mac Mini lines.?According to MacRumor's handy-dandy buyer's guide, both of the product lines are certainly due for some changes.?While the New York Times' David Pogue, citing an Apple exec, did peg a Mac Pro refresh for 2013, there seems to be wiggle room on the?arrival date of a new iMac.

As a French Apple blogger discovered, there's also?a chance that we'll also see some news related to ibooks, Apple's ebook software. After all, there appear to be apps referencing iBooks 3.0 already.

Oh, and let's not forget about the obligatory iTunes update. What would an Apple event be without one of those?

Want more?tech news or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

(AP) ? Seven lines of blanks. From 1999 to 2005. There will be no Tour de France winner in the record book for those years.

Once the toast of the Champs-Elysees, Lance Armstrong was formally stripped of his seven Tour titles Monday and banned for life for doping.

As far as the Tour is concerned, his victories never happened. He was never on the top step of the podium. The winner's yellow jersey was never on his back.

The decision by the International Cycling Union marked an end to the saga that brought down the most decorated rider in Tour history and exposed widespread cheating in the sport.

"Lance Armstrong has no place in cycling, and he deserves to be forgotten in cycling," said Pat McQuaid, president of the governing body. "Make no mistake, it's a catastrophe for him, and he has to face up to that."

It's also devastating for Tour de France organizers, who have to carve seven gaping holes from the honor roll of the sport's biggest event and airbrush Armstrong's image from a sun-baked podium on the Champs-Elysees.

No more rides through Paris for the grim-faced cancer survivor bearing the American flag. No champagne. From the sport's perspective, it's all gone.

"We wish that there is no winner for this period," Tour director Christian Prudhomme said Monday in Paris. "For us, very clearly, the titles should remain blank. Effectively, we wish for these years to remain without winners."

Armstrong's fiercely defended reputation as a clean athlete was shattered by the U.S. Anti-Doping Agency two weeks ago, when it detailed evidence of drug use and trafficking by his Tour-winning teams. USADA released its report to show why it ordered Armstrong banned from competition back in August. Monday's judgment by the UCI was just the necessary next legal step to formalize the loss of his titles and expel him from the sport.

It will likely also trigger painful financial hits for Armstrong as race organizers and former sponsors line up to reclaim what are now viewed as his ill-gotten rewards, though the cyclist maintains he never doped.

Prudhomme wants Armstrong to pay back prize money from his seven wins, which the French cycling federation tallied at ?2.95 million ($3.85 million). Armstrong also once was awarded $7.5 million plus legal fees from Dallas-based SCA Promotions Inc., which tried to withhold paying a bonus for the rider's 2004 Tour victory after it alleged he doped to win.

The U.S. government could also get involved in a case brought by Floyd Landis, who was key to taking down his illustrious former teammate by turning whistleblower in 2010.

The losses pile up for a man who dedicated himself to victory, over other cyclists and the cancer that almost killed him in 1996.

Neither Armstrong nor his representatives had any comment about Monday's decision, but the rider was defiant in August when he chose not to fight USADA in one of the agency's arbitration hearings. He argued the process was rigged against him.

"I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours," Armstrong said then. "The toughest event in the world where the strongest man wins. Nobody can ever change that."

The condemnation by McQuaid, cycling's most senior official, confirmed Armstrong's pariah status, after the UCI had backed him at times in trying to seize control of the doping investigation from USADA.

McQuaid announced that the UCI accepted the sanctions imposed by USADA and would not appeal them to the Court of Arbitration for Sport. His board will meet Friday to discuss going after Armstrong's 2000 Olympic bronze medal and the possibility of setting up a "Truth and Reconciliation" commission to air the sport's remaining secrets.

"WADA is encouraged that the UCI feels it can use this case as a catalyst to thoroughly clean up its sport and remove any remaining vestiges of the doping programs that have clearly damaged cycling over the last decade," World Anti-Doping Agency President John Fahey said in a release.

The International Olympic Committee said it would study the UCI's response and wait to receive its full decision before possibly taking away Armstrong's medal from the Sydney Games time trial.

"It is good to see that all parties involved in this case are working together to tackle this issue," the IOC said.

McQuaid said he was "sickened" by some of the evidence detailed by USADA in its 200-page report and hundreds of pages of supporting testimony and documents.

USADA said Armstrong was at the center of "the most sophisticated, professionalized and successful doping program that sport has ever seen" within his U.S. Postal Service and Discovery Channel teams.

The American agency welcomed the decision by UCI.

"Today, the UCI made the right decision in the Lance Armstrong case," USADA CEO Travis Tygart said in a statement, which called on cycling to continue to fight doping. "There are many more details of doping that are hidden, many more doping doctors, and corrupt team directors and the omerta has not yet been fully broken."

The USADA report said Armstrong and his teams used steroids, the blood booster EPO and blood transfusions. The report included statements from 11 former teammates who testified against Armstrong, including that he pressured them to take banned drugs.

In all, 26 people ? including 15 riders ? testified to USADA that Armstrong and his teams used and trafficked banned substances and routinely used blood transfusions. Among the witnesses were loyal sidekick George Hincapie and admitted dopers Landis and Tyler Hamilton.

McQuaid singled out former teammate David Zabriskie, saying: "The story he told of how he was coerced and to some extent forced into doping is just mind-boggling."

Armstrong denies doping, saying he passed hundreds of drug tests, as many as 500. UCI conducted 218 tests and there were another 51 by USADA, although they are not the only drug-testing bodies.

"At the moment Lance Armstrong hasn't admitted to anything, yet all the evidence is there in this report that he doped," McQuaid said.

While drug use allegations have followed the 41-year-old Armstrong throughout much of his career, the USADA report has badly damaged his reputation. Longtime sponsors Nike, Trek Bicycles and Anheuser-Busch dropped him last week, and Armstrong also stepped down as chairman of Livestrong, the cancer awareness charity he founded 15 years ago after surviving testicular cancer that spread to his lungs and brain.

After the UCI decision, another longtime Armstrong sponsor, Oakley sunglasses, cut ties with the rider.

Armstrong's astonishing return from life-threatening illness to the summit of cycling offered an inspirational story that transcended the sport. His downfall has ended "one of the most sordid chapters in sports history," USADA said in its report.
